This directory is gitignored — contents are transient.
1. ORACLE saves an intel entry with status: staged
2. /dream reviews each staged entry:
- Check for duplicates in hot/warm
- Verify source URLs are reachable
- Score relevance to HM Tech / active projects
- Reject stale (content > 6 months old)
3. Accepted entries move to hot/ or warm/ based on actionability
4. Rejected entries are logged and deleted
